Keenan is a soldier of The Panzers. He was voiced by Dennis L.A. White.
In The Movie[]
Keenan can be seen walking to the meeting in the subway and appears at the meeting.
In The Game[]
Keenan appears in Blackout, rioting with Abe. Keenan then later appears with five other Panzers in the subway in the "Nowhere to Run" cutscene. Keenan possibly appears in the cutscene for the meeting. Keenan is playable in Rumble Mode.
