Tony is a civilian of Tremont. He was voiced by Dennis Ostermaier.
In The Game[]
Tony appears as a generic citizen during Coney free roam before missions 4, 5, 11, and 12, and after around 95-98% game completion.
Tony also appears in Blackout, rioting in Riverside. He seems to have some relationship with Avery and informs her of how much meat they both managed to obtain.
Tony's model is used as the witness who really saw who shot Cyrus. Tony isn't affiliated with any gang and didn't appear at the meeting, so this is probably an oversight, as the developers didn't seem to care as much when picking a model for the witness.
