Pelly is a soldier of The Electric Eliminators. He was voiced by Adam Scarimbolo.
In The Film[]
He attended the meeting in the Bronx with the other Eliminators.
In The Game[]
When the gangs are heading to the meeting, Pelly appears to be the one behind the rest of the Eliminators, as he jumps to touch the ceiling.
After the police crash the meeting, he is helped onto a platform by The Saracens. In the film however, they helped up a black man in a yellow shirt, similar to Arnold.
He can be seen getting into trouble with The Cops in No Permits, No Parley, along with Beckman.
