Formation
Little is known about the Boyle Avenue Runners' formation, except that they were founded sometime before the meeting on July 12, 1979. Their territory is Astoria, Queens.
The Meeting

The Boyle Avenue Runners were one of the gangs invited by Cyrus and the Riffs to the meeting held in Van Cortlandt Park in the Bronx. The Boyle Avenue Runners sent nine delegates from their territory in Astoria to the conclave, although it is unknown what became of the delegates when the meeting was interrupted by the shooting of Cyrus and the arrival of the cops.
In the Film
They are seen in the film's opening montage of various gangs making their way to the meeting.
In the Game
It's possible they were in that large cutscene at the big meeting.
